MOSQUITO CONTROL MANAGER
(Natural Resources)

Located in beautiful Central Florida, Polk County Board of County Commissioners is currently recruiting for a Mosquito Control Manager. 

Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below:

MAJOR FUNCTION:

Responsible for administrative and supervisory work directing the personnel and operations of the mosquito control program within the Natural Resources Division. Technical and professional entomological work overseeing an integrated mosquito control program.

ILLUSTRATIVE DUTIES:

Oversees the on-going surveillance of larval and adult mosquitoes and mosquito borne encephalitis and the inventorying of mosquito breeding areas. Directs mosquito control staff in performing biological and source reduction work on mosquitoes. Interprets data on mosquito populations and control techniques. Interprets and ensures that mosquito control operational program procedures and policies are followed. Recommends alternative control and/or survey methods to meet program goals/expectations. Responsible for ensuring responses or responds to public inquires, problems/complaints, investigations and resolutions regarding mosquito control services. Advises the Natural Resources Director of unusual or difficult problems/complaints or health issues.

Oversees the preparation of state applications for financial assistance of mosquito control projects. Assists with the preparation of operational and grant program budgets. Serves as the County's state certified Mosquito Control Director. Prepares comprehensive reports, relative correspondence and memorandums. Plans and acts on administrative and personnel matters and functions. Engages in public speaking activities as requested. Develops, implements and maintains a computer database management system for program activities. Responsible for the management and scheduling of the adulticiding and larviding programs. Prepares and maintains maps, charts, graphs, data summaries and other related records and reports.

Responsible for planning, selecting, assigning, instructing, reviewing and evaluating the daily work duties, functions and performance of assigned staff. Acts on administrative personnel matters affecting assigned personnel. Presents and/or assists with planning or training and/or education programs for the work unit. Responsible for overseeing the maintenance and repair needs of staff equipment, daily operational supplies including uniforms and related materials. Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS:

Knowledge of methods, techniques and application processes within mosquito control program operations. Knowledge of county, state and federal rules, regulations and laws governing mosquito control programs. Knowledge of fiscal reporting systems, means of budget preparation, and record management systems. Knowledge of related invasive plant control, mosquito control and drainage programs, agencies and resources.

Knowledge of basic computer data management system concepts utilized within this work unit. Ability to interpret experimental survey and related data into operational techniques. Ability to plan, direct and evaluate the work of others.

Ability to maintain an effective working relationship with the public and other employees. Ability and agility to perform various tasks in all weather conditions and environmental situations. Ability to communicate effectively both orally and in writing.

MINIMUM QUALIFICATIONS:

Graduate of an accredited four (4) year college or university with course work in entomology, limnology, biology, chemistry or related courses as outlined in 5E-13.032 Program Directors, Employment and Classification by the Florida Department of Agriculture and Consumer Services, and have a minimum of five (5) years field biology or related environmental experience which includes two (2) years mosquito control and two (2) years supervisory/administrative management experience.

Must possess a current Florida Department of Agriculture and Consumer Services (FDACS) Restricted Pesticide License in Public Health Pest Control category or obtain this license within six months of employment. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

SPECIAL REQUIREMENTS:

Must possess or be able to obtain a current Florida Department of Agriculture and Consumer Services (FDACS) Mosquito Control Director III certification within six months of employment in accordance with Chapter 5E-13.032(5) Florida Administrative Code. Must pass respirator physical.

BEACH MOSQUITO CONTROL DISTRICT (BMCD) is accepting applications for a Director III position. Minimum qualifications: Graduate of a four (4) year college or university with a bachelor degree in entomology, biology, agriculture, or related sciences or engineering, four years experience in mosquito control. Administrative management and aerial experience highly preferred.

Qualified persons with advanced professional degrees are encouraged to apply. Must possess or obtain Florida Department of Agriculture & Consumer Service (FDACS) Florida Public Health Pest Control and Director’s Certifications within six (6) months of employment.
